At the Congress, Political Commissar of the Navy Major General Nguyen An Phong said that during the past term, the Navy Party Committee boosted solidarity and proactively advised on many strategic policies to protect sea and island sovereignty. They fulfilled projects and plans ahead of schedule, performed well in mass mobilization work, helped people to overcome natural disasters, prevent epidemics, engaged in rescue at sea, and served as a solid support for fishermen to go offshore.

Major General Nguyen An Phong said: “With the motto "Solidarity-Discipline-Steadfastness-Development", the Congress clearly demonstrated the naval officers and soldiers’ mettle, intelligence, and aspiration to contribute and advance, affirmed our determination to build a revolutionary, disciplined, elite, and modern force, firmly protecting the sea and islands sovereignty and maintaining a peaceful and stable environment for national development. The Navy Party Committee and Command identified key tasks, breakthroughs, and solutions to be accomplished in the new term.”

General Trinh Van Quyet, Head of the General Department of Politics of the Vietnam People's Army, requested that the Navy continue to thoroughly comprehend the Party's viewpoints and policies on defense and military tasks; improve the quality of training and exercises; and apply information technology and digital transformation in command and management.
