(VOVWORLD) - The first phase of the 9th session of the 15th National Assembly concluded on Thursday. The highlight of the working session was the commitment to institutional reform to streamline and restructure the political system.

National Assembly deputies worked effectively, completing the agenda of the first phase of the session responsibly and efficiently.

Institutional reform at the focus

In the first week the National Assembly adopted two important resolutions: one to consider amendments and supplements to the 2013 Constitution, and another to establish a Committee to draft those amendments. This is a strategic political and legal mission aimed at institutionalizing Party guidelines, in particular the directions on reorganizing the political system toward a streamlined, effective, and efficient state apparatus that is close to the people and grounded in reality.

The 100% vote in favor reflects the National Assembly’s unity and determination to build and perfect a socialist rule-of-law state in Vietnam.

National Assembly Deputy Nguyen Tao of Lam Dong province said: “We are moving toward a streamlined, efficient apparatus, transforming from a three-tier local government to a two-tier system. To this end, we need to revise the Constitution. The National Assembly has a clearly defined, well-prepared roadmap for amending and supplementing several articles of the 2013 Constitution.”

In alignment with Resolution 68 of the Politburo on promoting private sector development, the National Assembly also passed a resolution outlining mechanisms and policies to support private economic growth, with 98.84% of deputies in favor. The resolution sets ambitious goals for 2025, aiming to reduce administrative processing time, legal compliance costs, and business conditions by at least 30%.

National Assembly Deputy Nguyen Ngoc Son of Hai Duong province said: “The adoption of a resolution on refining the institution in alignment with the Party Central Committee Resolution is a groundbreaking move that places enterprises, particularly private ones, at the center of development. It will significantly boost economic growth and contribute to national GDP.”

National Assembly Deputy Trinh Thi Tu Anh of Lam Dong province said: “In a spirit of urgency and responsibility, National Assembly deputies contributed their insights and approved legal documents to quickly bring Party and State resolutions to life. Those include important decisions to realize the Party’s Strategic Resolution Quartet (Resolutions 57, 59, 66, and 68) in a timely manner.”

Prioritizing policies for people’s livelihoods

At the session, the Government submitted a draft resolution on tuition exemption and financial support for preschoolers and students in general education programs. The proposal received broad support from deputies, who agreed it reflects a wise investment in the nation’s future.

Minister of Education and Training Nguyen Kim Son said: “Ten provinces and cities nationwide have already implemented tuition exemptions. For other localities unable to balance their budgets, the central government will step in with financial support. The total funding of over 1.2 billion USD (30 trillion  VND) will be allocated to these provinces and cities.”

Deputies also contributed opinions on several other critical draft resolutions on the reduction of value-added tax, the universalization of preschool education for children aged 3–5, and investment policies for the Quy Nhon-Pleiku Expressway project.

Additionally, the National Assembly passed a resolution to shorten the 2021-2026 term of the 15th National Assembly and People’s Councils at all levels.

National Assembly Deputy Nguyen Anh Tri of Hanoi said: “Group discussions and plenary debates were held in a flexible, productive manner. We prepared well for this special session, which allowed us to work efficiently, with clearer and more focused contributions.”

As the 9th session of the 15th National Assembly reaches its midpoint, the outcomes of the first phase have laid a strong foundation for fulfilling the session’s key objectives. The National Assembly’s work demonstrates its great responsibility to the voters and the nation.
