(VOVWORLD) - After one year of implementation, Politburo Resolution 57 on science and technology development, innovation, and national digital transformation is validating the Party’s strategic vision. Science, technology, and digital transformation have been widely applied throughout sectors and localities to accelerate Vietnam’s development.

Resolution 57 was adopted on December 22, 2024, at a time when Vietnam needed to overhaul its growth model, boost its productivity, and enhance the competitiveness of its economy.

The resolution aims to maximize internal strengths, adopt advances made in other countries, and turn challenges encountered in transforming the growth model into opportunities for rapid progress.

From strategic decision to practical action

According to the Central Steering Committee for Science and Technology Development, Innovation, and Digital Transformation, after one year, Resolution 57 has produced tangible outcomes, with high completion rates for assigned tasks of ministries, sectors, and localities and strong progress in institutional reform and digital transformation.

Many localities have demonstrated creative approaches. Resolution 57 has produced shifts in leadership thinking, management practices, and action at all levels.

Nguyen Huynh Thien, Vice Chairman of the Vinh Long provincial People’s Committee, said: "100 percent of communes and wards have been connected by broadband fiber-optic infrastructure, all hamlets are covered by 3G and 4G networks, 366 5G BTS stations have been put into operation, and all administrative agencies from the provincial to the commune level have been connected. Provincial departments have established LAN systems and firewalls to ensure cybersecurity. Online meeting system and provincial data integration center operate shared platforms for e-government development."

Resolution 57 has been tailored to local conditions. In Dak Lak province, connecting research institutes and universities with commercial enterprises has allowed 80 percent of research outcomes to be applied in practice to high-tech agriculture, biotechnology, post-harvest preservation and processing, and management.

Pham Gia Viet, Deputy Director of the Dak Lak Department of Science and Technology, said: "We have organized focused exchanges between scientists and authorities that are related to the tasks of the People’s Committee. We have also received orders for the scientists from State agencies. Mobilizing ideas and resources in this way helps make Resolution 57 more effective in practice."

In one year, Resolution 57 has changed from a strategic orientation into an action program with monitoring, supervision, and resource allocation.

Mobilizing resources for Resolution 57

In a rapidly changing technological landscape, meeting deadlines is not a sufficient measure of success. It’s also crucial to be able to keep pace, adapt quickly, and innovate continuously. Implementing Resolution 57 demands sustained decisive action.

Assoc. Prof. Dr. Pham Thi Tuy, Deputy Director of the Institute of Political Economy, said: "Resolution 57 is a strategic manifesto for Vietnam’s takeoff in the Industry 4.0 era. We need to prioritize three things: building a national innovation ecosystem, promoting digital transition and green transition, and developing high-quality human resources."

The human factor will be decisive. Science, technology, innovation, and digital transformation can only be effective within an open and transparent institutional framework and under capable leadership.

At a recent meeting of the Central Steering Committee for Science-Technology Development, Innovation and Digital Transformation, Nguyen Huy Dung, a steering committee member and head of the task force for implementing Resolution 57, said: "Local leaders, Party secretaries and chairpersons, must use the “nq57.vn” tool on a daily basis to monitor progress, identify bottlenecks, and resolve issues promptly. We need to prioritize online public services for citizens and businesses, strengthen regional linkages, and rethink investment to focus resources on key projects."

Resolution 57 has created a sound direction for national development in the new period. Stronger actions will be needed for Vietnam’s takeoff.
