The goal is to make Vietnam a high-income, developed nation by 2045, PM Chinh said at the National Assembly session in Hanoi on Friday.

“The first breakthrough is institutional reform — the bottleneck of all bottlenecks. Institutions are both a resource and a driving force for development. We are determined to remove institutional barriers to socio-economic development within this year. This is a major commitment. Since institutions are created by us, we must resolve institutional bottlenecks ourselves and turn institutions into a competitive edge. Therefore, the National Assembly must strongly support institutional reform.”

In addition to the three breakthroughs, the Politburo has issued four strategic resolutions,  covering science, technology, and innovation; international integration; law building and enforcement; and private sector development. These resolutions aim enable Vietnam not only to catch up with global trends but also to lead them.

National Assembly Chairman Tran Thanh Man said the National Assembly stands with the Government in pushing for strong legal and institutional reforms to address the challenges facing the economy.

“The legislature is working actively and urgently. The two recent resolutions have received overwhelming support. Now it’s time to focus on effective implementation so that in the last six months of the year, we can achieve the 8% growth target,” he said.
