Regarding the Law on Planning, lawmakers stressed the needs to standardize Vietnam’s national planning database and include transitional provisions on plan adjustments so that planning at all administrative levels are updated when Vietnam’s administrative restructuring takes effect.
Regarding the Law on Economic Use of Energy, deputies welcomed revisions to help Vietnam achieve its net-zero commitment by 2050. Some proposed establishing a transparent and efficient mechanism to operate the Energy Efficiency Promotion Fund.
Deputy Prime Minister Le Thanh Long explained: "According to the Ministry of Industry and Trade, we have received 300 million USD in funding and credit over the past 10 years. We now need a centralized entity to attract fundings. Operation will be based on the principle of credit entrustment, which will be granted to a commercial bank to ensure effective capital mobilization, management, and help us deliver on our objectives."
