After five years of implementing Resolution No. 130/2020/QH14 of the National Assembly, the Government's proposal is set to be developed into a law aiming to fine-tune the legal framework, institutionalize the Party's policy on international integration in defense, security and foreign affairs; and affirm the prestige, role and responsibility of Vietnam in the international arena.

Participating forces must meet physical requirements and professional qualifications, but also understand international law, defense diplomacy and multinational culture. Some deputies suggested that the Drafting Committee consider adding content on assigning the Government to prescribe a set of criteria for assessing professional capacity in each specific field, such as engineering, military medicine, logistics, communications, and law.
