The Vietnamese Communist Party and State has been steadfast in their guideline that Vietnamese people have never forgotten the sacrifices made by national contributors and have always shown deep respect, gratitude, and humanity toward them.
Consistency in policy direction, implementation
Vietnam has more than 1.2 million martyrs, 9.2 million national contributors and their relatives. President Ho Chi Minh once said: "For those who bravely sacrificed part of their blood and flesh... the Party, Government, and compatriots must do everything possible to ensure they have decent shelter and living conditions, provide vocational training so they can become self-reliant. For the parents, spouses, and children of wounded or fallen soldiers who are unable to work and are in hardship, local authorities must help them find suitable jobs, ensuring they are not left in poverty or cold."
Over the past 78 years, multiple preferential policies have been promulgated including 2017 Party Directive 14 on strengthening the Party's leadership in caring for national contributors; 2023 Party Resolution 42 on reforming and improving social policies to meet the demands of national development and defense in the new era; and the Ordinance on incentives for contributors to the revolution.
These documents reaffirm the Party, State and people’s responsibility and gratitude toward those who served the nation with absolute loyalty.
During a visit to the Duy Tien Care Center for War Invalids in Ninh Binh province on Wednesday, President Luong Cuong said: “All ministries, central and local authorities, the Ministry of Home Affairs, and Ninh Binh province need to implement the Party's directives and resolutions on policies for national contributors. This work must be a long-term, regular task of the entire political system and society. We must review all related policies, identify obstacles, and propose solutions based on current realities.”

Tangible results
“Paying gratitude” movements and incentives like “The People Care for Families of War Invalids, Martyrs, and National Contributors” have gained strong public support.
Between 2013 and 2024, 345 million USD was mobilized to support national contributors, 67,000 compassionate houses were built, and 46,000 houses were repaired at a cost of 555 million USD. During this period, 110,000 savings books worth 17.6 million USD were given to policy families.
At a meeting on July 9, Prime Minister Pham Minh Chinh urged the completion of replacing temporary and dilapidated houses for relatives revolutionary contributors before July 27, 2025. He said: “Everyone should contribute, even a little help. The entire nation must come together to eliminate temporary and dilapidated houses, especially for the families of national contributors and those who sacrificed for national freedom and development. Those with money can give money, those with labor can give labor. Whatever you have, contribute it. Notably, by July 27, we must eliminate all substandard houses for families of revolutionary contributors.”
Speaking at a meeting in Hanoi on Thursday with historical witnesses and people who gave meritorious service, People’s Armed Forces Hero Luong Van Muot said: “The Party and State have always cared for those who sacrificed during wartime. In hard times and in times of growth, the Party and State have always cared for policy beneficiaries, war invalids, and families of martyrs.”
Vietnam is moving into a new era of development. Deep gratitude and remembrance of the sacrifices of predecessors is a vital and enduring part of its journey forward.
