The Party congresses focused on three main tasks: discussing and approving their own political reports and contributing opinions to the draft documents of higher-level congresses, including the 14th National Party Congress; selecting personnel for Party Committees; and completing the personnel structure for the Party’s leadership system from grassroots to central level.
Those issues are crucial for the Party’s leadership capacity, the formulation of guidelines and policies, the internal strength of the Party and the political system, and the overall effectiveness of the Party Committees in the next term.

Responsibility and new momentum
The congresses have dedicated ample time to discussing draft documents in group and plenary sessions, particularly breakthrough goals and solutions for the 2025–2030 term.
A spirit of innovation in drafting political reports was clearly seen at the Hanoi and other local congresses. Professor Dr. Nguyen Anh Tri said the political report of the Hanoi Party Congress demonstrated a clear vision for developing a smart, green, modern, sustainable city.
“The capital’s three strategic breakthroughs show a wise vision. First, human resources, Hanoi’s strength, will contribute to the nation’s overall development. The second breakthrough is in technology, because we’re living in a technological era that demands rapid digital transformation. And third, green transformation. Hanoi must become cleaner, greener, and more sustainable, ” said Mr. Tri.
Many Party committees digitalized their congress procedures. Many localities have inaugurated key projects with each symbolizing of solidarity and willpower of the Party, government, and people.

Electing core leadership personnel
Personnel preparation for the Party congresses was carried out methodically, ensuring quality at every step. The congresses of 11 provinces and cities which did not undergo a merger elected 634 Party Committee members, including 164 members of standing boards and 11 secretaries. Women accounted for 17% and ethnic people 21%. 10% of elected cadres were under 42 years old, and the average age was 49.76.
In 23 merged provinces and cities, the Politburo has appointed 1,669 Party Committee members, including 461 members of standing boards and 23 secretaries based on their congress’s results.
Many provincial Party secretaries, born in the 1970s, are well-trained and have gained extensive experience in a variety of positions, making them well-prepared to take on new responsibilities in the coming period.
Nguyen Duc Ha, former Director of the Department of Grassroots Affairs at the Party Central Committee’s Organization Commission, said: “The Politburo, as the supervising authority, has made precise personnel appointments. 100% of provincial and municipal Party secretaries are non-local. This is a bold move by the Politburo.”
The 14th National Party Congress, scheduled for early 2026, will be a milestone marking a comprehensive, synchronized streamlining of the political system’s organizational structure.
