Party General Secretary To Lam speaks at Ho Chi Minh City’s Party Congress for the 2025-2030 tenure, October 14, 2025.

In his remarks at Ho Chi Minh City’s Party Congress for the 2025-2030 tenure, Mr. Lam stressed that the municipal Party Committee must become a center of intellect, unity, and innovation, capable of leading the city to pioneer in development and integration. He called for building a streamlined, strong, intelligent, and efficient two-tier government.

Ho Chi Minh City must accelerate economic restructuring, taking science, technology, and innovation as the main drivers; promote substantive and effective digital and green transformation; enhance labor productivity; and strive for high GRDP growth during 2025-2030, the Party chief said. 

“It is crucial to build a modern urban governance model that applies digital technology in management, administration, and public services, moving toward an enabling, transparent, and efficient digital government - the foundation of a smart city.”

Party leader To Lam also called on local authorities to remain steadfast in promoting comprehensive human development, linking economic growth with social progress and justice, and building a livable city where everyone has opportunities for development, access to health care and education, and a safe, sustainable living environment - leaving no one behind.

Earlier, the Party Central Committee’s Organization Commission presented the Politburo and Secretariat’s decisions appointing Mr. Tran Luu Quang, Secretary of the Party Central Committee, as Secretary of the Ho Chi Minh City Party Committee for the 2025-2030 tenure.
