The orientations focus on rapidly improving institutions to unleash production capacity, mobilize all resources, and create new growth drivers; accelerate industrialization and modernization, restructure the economy with new growth model driven mainly by science and technology, innovation, and digital transformation. Efforts will also be made to develop a modern and smart infrastructure system; improve the quality of human resources; promote cultural and social development; protect the environment; and, finally, strengthen national defense and security while enhancing the effectiveness of foreign affairs and international integration.
He said the government aims to build a professional diplomacy centered on economic ties, promote deep international integration, and encourage overseas Vietnamese to contribute more to national development.

Also at the press conference, Minister of Science and Technology Nguyen Manh Hung said that science and technology, innovation, and digital transformation will be the three key pillars and main drivers to strongly promote industrialization, modernization, economic restructuring, and the establishment of a new growth model for the country.
