The project, covering the period from 2025 to 2045, outlines three phases. From 2025 to 2027, efforts will focus on improving infrastructure and preparing for the APEC Economic Leaders’ Week in 2027.

Between 2028 and 2030, the island aims to welcome 10 million visitors annually, including 2.5 million foreigners.

By 2045, the target is 15 million arrivals, with 3 million from overseas, alongside the full realization of net zero emissions goals.

The project is expected to bring benefits to 17,500 households, 40% of the local population in major communities. It is also projected to create 50,000 jobs by 2030 and 70,000 by 2045 across sectors such as hospitality, food and beverage, transport, and entertainment.
