Major guidelines adopted at Party Central Committee’s plenum

(VOVWORLD) - The 13th Plenum of the 13th Party Central Committee concluded on Wednesday in Hanoi. Each issue discussed at the plenum was deliberated and decided with a high level of consensus, including many “backbone” contents determining the success of the 14th National Party Congress, the realization of the goals of rapid and sustainable development, and the improvement of people’s living standard.

The plenum’s mantra was to take results as the measure, the people as the center, discipline as the foundation, and innovation and creativity as the driving force.

Thorough preparation for 14th National Party Congress

The Plenum unanimously approved three documents to be submitted to the 14th National Party Congress, including the draft Political Report; the draft Report summarizing 40 years of Doi Moi (renewal); and the draft Report summarizing 15 years of Party Charter enforcement.

The draft Political Report, based on the integration of three reports: the Political Report, the Socio-economic Report, and the Report on Party Building and Party Charter enforcement, focuses on enhancing strategic autonomy, improving the development mechanism in association with the implementation of digital, green, energy, and structural transformations. It stressed improving the quality of human resources based on the principles of ensuring stability, breakthroughs, development, and enhancement of the people’s material, spiritual, and emotional well-being.

The Draft Action Program to implement the Resolution of the 14th National Party Congress within the Political Report demonstrates a new approach and represents a breakthrough in thinking and creativity.

The draft Report summarizing 40 years of Doi Moi has been updated and supplemented with new issues and orientations while synthesizing, studying, and incorporating opinions from Party Committees under the Central Committee and from reports of working delegations attending grassroots-level Party Congresses.

The draft Report summarizing 15 years of Party Charter enforcement (2011-2025) and its proposed amendments and supplements have also been updated.

In addition to approving the documents to be submitted to the 14th National Congress, the Party Central Committee also reached consensus on introducing personnel for the 14th Party Central Committee and the Committee’s Inspection Commission. The introduced personnel were selected based on the standards, criteria, structure, and quantity specified in the Party’s Direction for Personnel Work for the 14th National Party Congress and related regulations.

In his closing remarks, General Secretary To Lam said that the first and foremost task is to thoroughly prepare for the 14th National Party Congress.

The Party leader said:  “Continue supplementing and refining documents so that their content is concise and profound, demonstrating strategic vision, reaffirming the three strategic breakthroughs in the new context of institutions, infrastructure, and human resources. Clarify digital and green transformations, regional connectivity, and smart urban development. Attention must be paid to the marine and cultural economy. And more importantly, quantify indicators and clarify implementation roadmaps. Personnel must ensure integrity, capability, prestige, honesty, and effectiveness, while resolutely preventing those who seek power, engage in corruption, negativity, or lack ambition or accountability from entering leadership. Promote the exemplary role of leaders, value genuine talent, and assign the right people to the right positions at the right time.”

Placing people at the center

The Party Central Committee pledged to meet or surpass the remaining targets of the Resolution of the 13th National Party Congress, the socio-economic development tasks for 2025, and the Five-Year Plan for 2021-2025. Efforts will be made to maintain macroeconomic stability; control inflation; create space for investment, consumption, and exports; accelerate “accurate, prompt, and effective” public investment disbursement; improve the business environment; reduce compliance costs; and implement one-stop public services using interconnected data systems.

The Plenum also reached agreement on completing the two-tier local government model and continuing to streamline the three-tier administrative apparatus across the system. To turn orientations into concrete results, General Secretary Lam called for decisive, transparent, and consistent actions; strong and timely implementation according to weekly, monthly, and quarterly schedules; and regular inspection and supervision to promptly resolve obstacles.

For local Party committees and governments, especially at the provincial and municipal level, the Party leader said: “Focus on creating substantive changes; shifting from “process” to “results”;  ensuring that each task produces specific outputs and has a clear point of responsibility and a definite completion timeline. It’s imperative to transit from “strengthening each locality individually” to “strengthening by region”; complete planning and infrastructure connection for transport, digital systems, and energy; form dynamic clusters; and utilize urban economies. Move from “care” to “practical care”; and ensure that social welfare, healthcare, and education reach the right people, meet the right needs, and are delivered at the right time. Workers’ housing and public services must be upgraded, and no one be left behind. The goal is for every individual and every family to be cared for both materially and spiritually.”

The major orientations and decisions reached at the 13th Plenum of the Party Central Committee will contribute to fulfilling the socio-economic development tasks for 2025 as well as the goals and tasks of the Resolution of the 13th National Party Congress. They will also serve as solid preparation for the successful organization of the 14th National Congress of the Communist Party of Vietnam.
