Vietnam’s two-tier local government system benefits people, says Chinese Prof.

(VOVWORLD) - Vietnam has entered a new era thanks to a new two-tier local government system, which promises a streamlined apparatus, development, and benefits to the nation and its people, said Professor Dr. Cheng Hanping, Director of the Vietnam Research Centre at the Zhejiang University of Technology.

Merging Vietnam’s 63 provinces into 34 and launching a two-tier local government system are historic reforms, Professor Cheng said. They reflect the Party leaders and Party Central Committee’s resolve and forward-thinking vision and demonstrate the capacity of Party Committees at all levels, he added.

Professor Cheng said: "With the launch of the two-tier local government system, Vietnam has entered a new era with a streamlined apparatus and major developments. This achievement will benefit generations to come."

According to Professor Cheng, the two-tier local government system will reduce workforce bloat, lighten the load for taxpayers, and enable effective implementation of policies so that all sectors can focus on serving the people and pursuing development.
