Chairing a meeting to review one month of operating new local government model on Monday in Hanoi, Prime Minister emphasized digital transformation to cut administrative procedures to make it easier for people and businesses.
“Continue to fine-tune the institutions, amend and supplement decrees and laws related to the organization of two-tier local governments. Complete the organizational structure, build human resources, arrange, assign, train and foster a team of civil servants and public employees suitable for the new model. Promote decentralization and delegation of authority in a reasonable and clear manner, not only from the central to local levels but also within ministries and sectors,” PM Chinh said.

The two-tier local government apparatus has so far been operating smoothly. 32 of the total 34 localities have established Public Administration Service Centers at the provincial and communal levels. Hanoi and Quang Ninh province operate the model of a one-tier Public Administration Service Center and organize branches or public administration service points.
