At the opening ceremony of the Party Central Committee’s 12th plenum, Party General Secretary To Lam underscored the importance of the meeting and its agenda and urged the participants to thoroughly discuss core issues, comprehensively evaluate the achievements and shortcomings of the current term, and draw lessons for the next phase of the renewal process.
He said it’s essential to define the overarching goals and strategic breakthroughs for the upcoming term, including rapid and sustainable development based on science and technology, innovation, and digital transformation.
“We must continue to improve socialist-oriented market economy institutions, with state management and under the leadership of the Party, to build a modern, service-oriented public administration and governance, and develop a law-governed socialist state marked by discipline and progress,” said Mr. Lam.
“At the same time, directions should be set for safeguarding national independence and sovereignty, maintaining political and social stability, building strong all-people national defense and security in the new context, and promoting comprehensive, extensive, and substantive international integration into the global political landscape, the world economy, and the common progress of human civilization.”

Party leader Lam underlined the need to clearly define the direction of personnel work for the 14th Party Central Committee, as this is a particularly vital task that will directly affect the success or failure of the next term.
According to the General Secretary, contributions to the draft report on Party building and implementation of the Party’s Statute should focus on orientations, tasks, and solutions for Party building in the next term. Special attention should be paid to the organizational model and personnel capacity in line with the two-tier local government structure.
The Party’s Statute serves as a legal framework and the “soul” of Party discipline and the foundation for maintaining solidarity and unity throughout the Party, he said.
Mr. Lam emphasized the need to perfect the national legal system in accordance with the new development model, noting that this system must facilitate the achievement of the goals of a prosperous people, a strong nation, democracy, equity, and civilization— all for the people.

“To fulfill the enormous workload within a short timeframe, each Party Central Committee member must uphold a strong sense of responsibility and engage in democratic, candid, objective, and open-minded discussions,” said Party leader Lam, adding, “National interests must be placed above all else. No personal bias, individual sentiment, or avoidance of sensitive issues should be allowed to affect the quality of decision-making. Every opinion at this plenum holds significance for the draft documents and plays a critical role in shaping the strategic direction of the Party through 2030, with a vision toward 2045 and 2050.”
The convening of the session nearly three months ahead of schedule demonstrates the Party’s sense of responsibility in thoroughly preparing for the 14th National Congress.
