The trip reaffirms Vietnam’s proactive, responsible role as a committed member in advancing the ASEAN Community-building process.
Parliamentary leadership upheld in ensuring regional connectivity
Under the theme “Parliaments at the forefront of an inclusive and sustainable ASEAN”, AIPA-46 focuses on the role of parliaments in driving inclusive, sustainable growth; sharing experience on legal frameworks and oversight mechanisms that support inclusive, sustainable development; and strengthening parliamentary capacity to seize opportunities and address emerging challenges. It also seeks to promote cooperation among parliaments, political and social organizations, the private sector, and academia to realize the ASEAN Community Vision 2045; and develop recommendations for policy reforms and legislative initiatives to foster inclusive, sustainable growth.
Vietnamese Ambassador to Malaysia Dinh Ngoc Linh said: “Malaysia chose the theme ‘Parliaments at the forefront of an inclusive and sustainable ASEAN’ to highlight AIPA’s role in promoting regional connectivity, amplifying citizens’ voices, strengthening people-to-people exchanges, and advancing the UN Sustainable Development Goals. Discussions will also address sub-regional cooperation, food and water security, environmental protection, and responses to non-traditional security threats.”

Chairman Tran Thanh Man will attend AIPA-46’s Executive Committee meeting and the opening ceremony, and deliver a keynote speech at the first plenary session. He will also hold bilateral meetings on the sidelines, underscoring the Vietnamese legislature’s proactive, responsible engagement in shaping AIPA-46 outcomes and expanding ties with parliaments worldwide.
Ambassador Dinh Ngoc Linh said: “The visit is profoundly important. It reaffirms Vietnam’s commitment and determination to pursue a foreign policy of multilateralization and diversification that is proactive and responsible while contributing to peace, cooperation, and development in the region and the world. It also underscores Vietnam’s consistent diplomatic approach, which prioritizes strengthening ties with ASEAN members, fostering friendship with neighboring countries, and striving to play an increasingly important role in regional and global affairs.”
Advancing practical bilateral cooperation
During the visit, Chairman Man will meet with the Speakers of Malaysia’s Senate and House of Representatives, as well as other senior Malaysian leaders to deepen strategic trust, enhance inter-parliamentary cooperation, and open new opportunities for practical, effective collaboration, especially in economy, trade, and investment.
Ambassador Linh said: “This is a crucial moment to seize opportunities for cooperation and create favorable conditions for businesses from both countries to connect, engage, and gain greater access to each other’s markets. Economic cooperation has shown many promising signs. In the first eight months of 2025, bilateral trade reached more than 10.6 billion USD, 10.3% more than in the same period last year. This positive indicator suggests that the two countries are on track to achieve their targets, particularly in priority areas where breakthrough policies are being advanced, such as the green economy, the digital economy, innovation, science, technology, and the Halal industry.”
Chairman Man’s visit strengthens the Comprehensive Strategic Partnership between Vietnam and Malaysia and affirms Vietnam’s support for Malaysia as ASEAN Chair in 2025.
