Party leader Lam said the 15th plenum of the 13th Party Central Committee will focus on personnel work; draft documents; and the organization of the Congress, including working regulations, election rules, a review of the Party’s leadership over the Vietnamese revolution for 100 years (from 1930 to 2030), and a review of 40 years of implementing the Platform on national construction in the period of transition to socialism, plus related matters.
Politburo reaches consensus on key leadership nominations for 2026-2031 tenure
General Secretary Lam said that, during the two previous plenums, based on proposals from the Politburo, the Party Central Committee nominated with a strong consensus on candidates for the 14th Party Central Committee, the Politburo, and the Secretariat. The nominations ensure the structure, number, standards, and conditions required by the Party Charter, Party regulations, and personnel directions.
Building on the Resolution of the 14th plenum, the Politburo directed that preparations be completed for the 14th National Party Congress. At meetings of the Politburo and the sub-committee for personnel of the 14th National Party Congress, key leaders and Politburo members, after thorough, responsible, and comprehensive discussions, reached a strong consensus on candidates for the 14th Party Central Committee, Politburo, Secretariat, and key leadership positions of the Party and the State for the 2026-2031 tenure.

At the 15th plenum, General Secretary To Lam asked Party Central Committee members to discuss and finalize the report on personnel work for the 14th Party Central Committee, to be submitted to the 14th National Party Congress and the first plenum of the 14th Party Central Committee for election in accordance with regulations.
“Preparations and nominations of personnel for the 14th Party Central Committee is a particularly important task, carrying great responsibility, of the Party Central Committee members and the entire Party. The selection of the Party’s top leadership to lead the implementation of ambitious and urgent national development goals in the new period must be conducted with utmost care, prudence, accuracy, and in strict compliance with regulations, as repeatedly emphasized by the Party Central Committee at previous plenums,” said the Party leader.
Collective wisdom reflected in 14th National Party Congress documents
Party leader Lam highlighted the broad appreciation among Party members and the public for the Party Central Committee’s decision to integrate the Political Report, the Socio-economic Report, and the Report on Party building into a unified and coherent Political Report. Nearly 14 million opinions on the draft documents from five million Party cadres and members and citizens were collected between October 15 and November 15. Based on these contributions, relevant subcommittees, together with the Politburo and the Secretariat, finalized drafts for submission to the 15th plenum.
Party leader Lam said: "This is a truly innovative and breakthrough approach to drafting Party Congress documents. This term has recorded a higher level of public participation in contributing opinions than any previous congress. The subcommittees on documents of the 14th National Party Congress have carefully reviewed and incorporated appropriate feedback to further refine the Political Report, ensuring that the collective wisdom of the Party and the people is crystallized in these documents."
The General Secretary called on Party Central Committee members to continue contributing opinions to further improve the Political Report and other documents. He said the 14th National Party Congress is scheduled to take place from January 19 to 25 next year, in Hanoi, with 1,586 delegates representing more than five million Party members nationwide. Mr. Lam said organizational and logistical work must be carefully prepared to ensure security, safety, and strict compliance with Party regulations. He urged delegates to thoroughly review reports from the subcommittees and proposals submitted by the Politburo and the Secretariat to ensure the Congress’s success.
