Quang Ninh hosts 210 foreign direct investment (FDI) projects by investors from 20 countries and territories, with a total registered capital of 16.7 billion USD. Last year, Quang Ninh attracted nearly 3 billion USD in FDI, ranking among the top five localities in Vietnam.

Quang Ninh, hoping to attract another 1.25 billion USD in FDI this year, is focusing on building production and supply chains connected to global networks with priority given to new-generation projects in processing and manufacturing industries using clean, modern, environmentally friendly technologies.

In a new approach to investment promotion, the provincial People's Committee has set a "digitalization task" to upgrade the investment promotion portal. This is one of 13 tasks related to science, technology, innovation, and digital transformation that the province has registered with the Ministry of Science and Technology.

Nguyen Manh Cuong, Deputy Head of the Quang Ninh Investment Promotion and Support Agency (IPA), says the province’s investment promotion portal will be upgraded to include data digitization and AI-powered user interaction.

Foreign investors will receive support through a multilingual chatbot system that automatically shifts to the user’s country and connects to IPA specialists and leaders. The website will have 360-degree virtual reality (VR) images of proposed project areas for easier observation and research.

Investor feedback will be collected through digital platforms using the provincial Department and Sector Competitiveness Index (DDCI) survey, said Cuong. “The IPA will use direct AI-driven dialogue models with foreign partners who are not in Quang Ninh. This is part of our digital transformation plan, which is scheduled to be put into operation this year. It marks a breakthrough in online investment promotion to reach global investors.”

Quang Ninh is preparing infrastructure, including establishing a centralized IT zone, to attract investors in AI, semiconductors, biotechnology, new energy, and the culture and entertainment industry.
