The plenum set an agenda for Party Congress preparations and a long-term orientation for Vietnam’s continued renewal and sustainable development.
Major step in Party Congress preparations
During its meeting late last week, the Party Central Committee decided to incorporate the contents of three documents – the Political Report, the Socio-economic Report, and the Report Summarizing Party Building – into a consistent, unified Political Report to be submitted to the 14th National Party Congress. That report, which has received public acclaim, will make discussions easier at the upcoming Congress.
The report focuses on ensuring both continuity and innovation and accurately reflecting national development practices and achievements. It should acknowledge that Vietnam enjoys today’s good fortune and international stature thanks to its thousands of years of civilization, particularly the achievements of 95 years under the leadership of the Communist Party of Vietnam, 80 years as the Socialist Republic of Vietnam, and 40 years of renewal, as well as the great contributions and sacrifices of many generations of Party members and the masses.
The report must clearly define the goals of the 14th Congress and a vision to 2045, 2050, and beyond. These should be linked to two centenary goals – 100 years under the leadership of the Communist Party of Vietnam and 100 years as the Socialist Republic of Vietnam.
The report points to new development drivers – science, technology, innovation, digital transformation, high-quality human resources, and international integration– and underscores the role of Party building and rectification and the fight against corruption, waste, and negativity.
Associate Professor Dr. Ho Tan Sang, former lecturer at the Academy of Politics Region 3, said, “The draft documents of the 14th National Party Congress adopt new ideas, new thinking, including the creation of an environment in which the nation will be empowered to move forward. That’s a breakthrough in thinking. There was reform in the past. This time it’s a drastic leap in thinking to meet the needs of national development in the new era.”
The Party Central Committee considers personnel orientation for the 14th National Party Congress particularly important. Personnel preparation must be carried out in a coordinated, scientific, methodical, strict, democratic, objective, and transparent manner. It must adhere to Party regulations and the principle of democratic centralism; place national interests above all; harmonize all standards and structures; and balance stability and innovation, generality and specificity, and expertise training and practical capacity.
Ms. Tran Thi Chinh, Secretary of the Party Cell of Residential Group No. 6, Vinh Tuy ward, Hanoi, told VOV, “I am very satisfied with the criteria and conditions that the Party Central Committee has set regarding personnel work. After the merger of administrative units, it’s essential for central personnel to have grit, innovative thinking, and decisive action. The people all want to choose Party personnel who put the interests of the nation and people first and foremost. From the personnel criteria set by the 12th plenum, I am confident that the Party will be able to select dedicated and visionary personnel to contribute to national construction in the new era.”

Living up to people's expectations
The public have voiced their approval of the plenum’s agenda of land management and use, removing overlaps in planning, ensuring resources, and increasing investment in education.
Associate Professor Dr. Bui Thi An, Director of the Institute of Natural Resources, Environment, and Community Development, said, “Now that the Land Law is available, we must properly enforce it. As directed by the Party General Secretary, cadres must be close to the people and serve the people. Openness and transparency as required by the Party leader will benefit the people a great deal. People will understand what their rights and obligations are, and then they can oversee.”
As Vietnam enters a period of drastic reform, it’s time to seize opportunities and take action for vigorous development and prosperity. The strategic, long-term orientations set at the Party Central Committee’s latest session are a solid foundation for Vietnam to confidently advance into the new era.
