Prime Minister Chinh  addressed a discussion entitled “The Intelligence Grid: Building Bridges Through Sovereign AI Collaboration” on Wednesday as part the 46th ASEAN Summit in Kuala Lumpur, Malaysia. The discussion, attended by Malaysian Prime Minister Anwar Ibrahim within the framework of the ASEAN Economic Forum-Gulf Cooperation Council (GCC) 2025 program, is presenting the vision of regional leaders on sovereign AI, digital transformation, and ASEAN-Gulf Cooperation Council-China cooperation in building a reliable and inclusive digital infrastructure.

PM Chinh stressed international solidarity and multilateralism because he said no one, no country can solve global, comprehensive and national issues alone. “In parallel with capitalizing positive aspects, which serve communication, production, business, and development in general, we must find every way to control it in a safe, civilized and humane manner. We need a seamless and modern infrastructure, smart management and open institutions to boost development and keep things under control,” he said.

The Prime Minister expected that rich, developed countries will support and help poor, developing countries to develop AI for inclusive and comprehensive growth, "leaving no one behind" by jointly building harmonious mechanisms and policies, encouraging development, controlling negative aspects, and developing strategic infrastructure such as databases, electricity, and others.

PM Chinh said he believes that ASEAN, Gulf Cooperation Council and China will complement each other to unlock potential, seize opportunities, and maximizing their competitive advantages for co-development.
