Earlier, Ukrainian acting Foreign Minsiter Andrey Deshitsa said at the NATO foreign ministers’ meeting in Brussels that Kiev had no legal foundation to begin talks to join NATO. He added that NATO had not been ready to consider a membership for Ukraine.
In a connected development, considering recommendations from Russia and other countries, the Ukrainian government has started to decentralize central government and give localities more power. The local administrations will be elected by local people.
