(VOVWORLD) - Quang Ninh has claimed the top spot in the 2024 Provincial Governance and Public Administration Performance Index (PAPI), according to a report released Tuesday in Hanoi by the United Nations Development Program (UNDP) in Vietnam and the Centre for Community Support and Development Studies.

The report reflects feedback from nearly 19,000 citizens nationwide on the quality of local governance, public administration, and service delivery.

The 2024 results show a rise in overall public satisfaction, with provinces in the North Central, Central Coastal, Red River Delta, and Southeastern regions generally earning high marks. Quang Ninh led the rankings, while Kien Giang placed last.

Governance and public administration performance have improved, but there’s still significant room for progress—especially in citizen participation at the local level, transparency, environmental governance, and e-governance, said Do Thanh Huyen, a public policy analyst at UNDP Vietnam and a member of the research team.

“The shift to a two-tier government system presents a major opportunity to bring governance and public services closer to the people,” she added.
