Under no circumstances should students go without food, clothing, or facilities needed for learning, he said. 

Prime Minister Chinh said education and training must be a shared responsibility of the entire political system, of all citizens, and society at large. 

The education sector needs to renew its mindset and methodologies and change its approach so that all citizens can enjoy equal access to education and training, especially disadvantaged groups, people in remote areas, and ethnic minorities, he said. 

The sector should regard students as the center, teachers as the driving force, schools as the mainstay, families as the pillar, and society as the foundation, Prime Minister Chinh noted.
