The Presidential Office  told a press conference in Hanoi on Monday that the reforms included the NA’s resolution on the amendments and supplements to several articles of the Constitution of the Socialist Republic of Vietnam, the revised Law on Organisation of Local Government, and the ordinance amending and supplementing Article 10 of the Population Ordinance.

The resolution formally recognises five key mass organisations under the VFF’s umbrella: the Vietnam General Confederation of Labour, the Vietnam Farmers’ Union, the Ho Chi Minh Communist Youth Union, the Vietnam Women’s Union, and the Vietnam Veterans’ Association. These groups, formed voluntarily, are tasked with representing and protecting their members’ rights and legitimate interests. The resolution also stipulates the district-level administrative units will be eliminated nationwide starting July 1.

Nguyen Phuong Thuy, Vice Chairman of the National Assembly's Committee on Law and Justice, said: “According to the revised regulations on the organization of administrative units in line with the direction of the Party Central Committee’s Resolution 6, the administrative units of the Socialist Republic of Vietnam are organized into 2 tiers: provinces and centrally run cities and administrative units under provinces and centrally run cities. Amending and supplementing the regulations on local governments in special administrative-economic units in order to have a clear basis for the organization of special administrative-economic units with specific mechanisms and policies.”
