In his address, the President urged the Navy to grasp the situation, advise the Party, State, Central Military Commission, and Ministry of National Defense on correct, accurate, and timely policies, countermeasures, and solutions.
He stressed the need to firmly protect the independence, sovereignty, unity, and territorial integrity of the country's seas and islands "early on", "from afar", and maintain a peaceful and stable environment at sea for national construction and development.

President Luong Cuong requested, “Efforts should be focused on building strong agencies and units in all aspects, improving the quality of political and ideological education in the entire Navy, building cadres and soldiers with steadfast, firm political will, absolute loyalty to the Party, the Fatherland and the people. It’s imperative to firmly grasp the tasks, partners, targets, and plots of hostile forces, be strictly disciplined, highly united, overcome all difficulties and challenges, strive to excellently accomplish the assigned tasks. Attention must be paid to building a Navy that is lean, strong, revolutionary, elite and modern”
The President said he believes that the officers and soldiers of the Navy will continue to uphold the tradition of “fighting bravely; being resourceful and creative; mastering the sea; together with the entire Party, people and army, confidently steer the country into a new era, an era of strong development and prosperity.”
