PM Pham Minh Chinh addresses the Government’s law-making session, Hanoi, February 27, 2026.

Speaking at the Government’s law-making session on Friday, he said Party Congress resolutions have identified building and improving institutions as one of the three strategic breakthroughs for rapid and sustainable national development.

Therefore, Party guidelines and policies must be fully institutionalized, while administrative procedures should be streamlined to the greatest extent possible to reduce inconvenience and compliance costs for citizens and businesses.

He noted that at the first session of the next National Assembly, the Government is expected to submit 15 draft laws and resolutions for approval, many of which are complex and have far-reaching impacts on various aspects of social life.
