Party Chief: Strategic Resolution Quartet propels national development

(VOVWORLD) - The Party Central Committee’s Politburo and Secretariat convened a national conference on Sunday to disseminate and implement the Politburo’s Resolution No. 66 on reforming law making and law enforcement to meet the demands of national development in the new era, and Resolution No. 68 on fostering the development of the private sector.

General Secretary To Lam attended and delivered a keynote address at the conference. Also present were President Luong Cuong, Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man. The conference was held in person at Dien Hong Hall, National Assembly House, and connected online to over 37,000 locations across central, provincial, district, commune, agency, and unit levels nationwide. More than 1.5 million delegates participated.

In his remarks, General Secretary To Lam emphasized that Vietnam is undergoing a new phase of innovation and reform, driven by four breakthrough Resolutions of the Politburo including Resolution 57 on promoting science, technology, and innovation; Resolution 59 on deep and proactive international integration; Resolution 68 on robust development of the private economic sector; and Resolution 66 on comprehensive reform in law-making and enforcement.

He affirmed that these four Resolutions form the “Strategic Quartet” of institutional reform, creating strong momentum for Vietnam to advance in the new era and realize its vision of becoming a high-income, developed country by 2045.

Reviewing the core of the resolutions, General Secretary To Lam said Resolution 68 lays a foundation for a comprehensive shift in private economic policy, from merely recognizing to protecting, encouraging, and promoting the private sector and transforming its role from supporting to leading the economic growth. It reflects a correct, bold, timely, long-term strategic choice, aimed at realizing the aspiration for building a prosperous nation by mid-21st century, said the Party leader.

Resolution 57 positions science, technology, and innovation as foundational forces driving the country’s industrialization and modernization. Resolution 66 calls for deep institutional reform to build a modern, effective legal system that serves the people and creates a sustainable engine for national development. Resolution 59 represents a historic milestone in Vietnam’s international integration strategy, framing global engagement as a key development driver.

The Party chief said the four major resolutions of the Politburo, though each has its distinct aim, are interlinked, collectively establishing a unified strategic framework to propel Vietnam toward fast and sustainable development in the new era. The four resolutions have the ultimate goal of creating a firm foundation for Vietnam to become a high-income, developed country by 2025.

He said “The common breakthrough among all four Resolutions is a new development mindset, shifting from managing to serving, from protection to creative competition, from passive integration to active global integration, and from fragmented reform to comprehensive, coordinated, and profound transformation. This shift reflects the fundamental change of the mindset, rooted in the achievements of 40 years of national renewal, and aligns with contemporary global trends."

The General Secretary stressed that all four Resolutions emphasize the Party's consistent leadership, the proactive and coordinated engagement of the entire political system, and the active participation of businesses, intellectuals, and the public. The development pillars including law enforcement, digital transformation, innovation, private sector development and international integration need to be coordinated closely and regularly checked, supervised, and evaluated.

Mr. To Lam said 2025 is a pivotal year, ushering in a new era. Vietnam now has two decades to achieve its goal of becoming a developed country. Without decisive and timely breakthroughs now, Vietnam risks missing a golden opportunity and falling behind in the global race, said the Party leader.

To that end, General Secretary To Lam called on the entire political system to act urgently, methodically, and effectively, with a strong focus on measurable outcomes. He emphasized the urgent need to finalize and adopt national programs and action plans for implementing the four Resolutions, ensure alignment among goals, tasks, timelines, and responsibilities.

Earlier at the conference, Prime Minister Pham Minh Chinh delivered a presentation on the key contents of Resolution No. 68 of the Politburo on the development of the private economy and the Government’s Action Plan to implement the resolution.

National Assembly Chairman Tran Thanh Man also presented a report on core contents of Resolution No. 66 of the Politburo on reforming law-making and law enforcement to meet the demands of national development in the new era, and outlined the implementation plan of the Resolution.
