It is predicted to batter coastal Hai Phong city and Quang Ninh province. Local steering committees for disaster mitigation and rescue have already evacuated people from high risk areas by Friday afternoon. Waterway traveling has been prohibited and construction work suspended.

Armed forces are now ready to help in flood prevention and rescue services. They are charged with keeping fishermen onshore and offshore updated about the storm’s developments for prompt response.
