European Council President Donald Tusk announced the plan at a press conference on Wednesday following a two-day EU summit in Brussels. The European leaders discussed the consequences of the British vote to leave the union, the EU’s future and their determination to stay united.

Tusk told the press that no negotiations on the terms of the UK’s future relationship with the EU would occur until the UK triggers Article 50 of the Lisbon treaty, the mechanism for leaving the union. UK Prime Minister David Cameron insisted on handing the responsibility over to his successor who will be announced on September 9th.
