Prime Minister Chinh is the head of the Steering Committee, while Deputy Prime Minister Le Van Thanh is the deputy head of the committee.

The Steering Committee is an inter-sectoral organization, performing the function of helping the Prime Minister to research, direct, coordinate, and handle important interdisciplinary work related to the implementation of Vietnam's commitments at COP26.

The Steering Committee is tasked with helping strengthen coordination of climate change response activities among ministries, sectors and localities, and cooperation between Vietnam and international organizations, development partners and countries.

The Steering Committee will review and fine-tune relevant mechanisms, policies, laws, strategies, plans; promote administrative reform to create a favorable environment; and attract investment in developing infrastructure to respond to climate change, shift growth model, and promote energy transformation.
