Attending its final working day were Party General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, and other Party and State leaders. During this session, the lawmakers reviewed and decided on an unprecedented volume of work of historic significance, addressing many critical issues related to institutional reform and streamlined governance.
"This session dealt with the largest legislative workload in the National Assembly’s history. Deputies discussed and passed a resolution amending the 2013 Constitution, providing a legal foundation for a new two-tiered local government structure. The NA also approved a resolution establishing the National Election Council with a President, Vice President, and members. This crucial decision prepares for the upcoming national election in March 2026," said National Assembly Chairman Tran Thanh Man.

Chairman Man said the mid-year session was a success and a historic milestone.
"This meeting was a significant milestone in the constitutional and legislative history of the current National Assembly. The decisions and laws adopted are revolutionary in nature, laying the groundwork for institutional reform and charting the course for Vietnam’s next phase of national development. The NA will continue to pursue comprehensive innovation and enhance its legislative, oversight, and decision-making capacities," Mr. Man noted.
