(VOVWORLD) - The National Assembly has begun its most extensive session to date in terms of workload, addressing vital legislative, oversight, and policy-making matters.

Monday’s opening ceremony was attended by Party General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, lawmakers, and representatives of the diplomatic corps and international organizations.

In his opening address, NA Chairman Man said that the 37-day session will consider 54 legislative items, including revisions to the 2013 Constitution. Lawmakers are expected to pass 34 draft laws covering issues such as public service, special consumption tax, and local government organization. 

“The revision of the 2013 Constitution is a political and legal task of strategic significance, aiming to institutionalize key Party directions, particularly the streamlining of the state apparatus for greater efficiency, effectiveness, and practicality. A public consultation process will precede the submission of the revised Constitution for approval by June 30, 2025, with the amendments set to take effect on July 1, 2025,” said Chairman Man. 

The National Assembly will discuss government reports and key development targets, including GDP growth of at least 8% this year and double-digit growth in the following years.

Lawmakers are also set to approve the merger of provincial-level administrative units, the establishment of a National Election Council, and a proposal to shorten the current term (2021–2026) of the 15th National Assembly and People’s Councils at all levels, among other important matters.

Chairman Tran Thanh Man described the session as a historic milestone in institutional reform.

Ahead of the opening, leaders of the Party, State, and Vietnam Fatherland Front, and National Assembly deputies paid tribute at the Mausoleum of President Ho Chi Minh.
