The consolidated program will combine the current schemes on new-style rural building, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas. Lawmakers said the change reflects the Party and State’s commitment to modern rural development and improving living standards.
The consolidation of the three programs will allow investment to be concentrated and used more effectively, said deputy Hoang Quoc Khanh of Lai Chau province. It supports the development of modern rural areas that are practical, sustainable, and better able to adapt to climate change, he added.
“For mountainous ethnic minority provinces, this unified program is a critical source of guidance and resources, helping build essential infrastructure, reduce poverty sustainably, and narrow the development gap with more favorable regions. It also contributes to national defense and security,” Mr. Khanh noted.

Long term sustainability must come from strengthening human resources in rural areas, according to deputy Huynh Thanh Chung of Dong Nai province.
He proposed adding a training initiative targeting a “new generation of rural workers,” with a focus on digital skills, modern equipment operation, and agricultural business management.
“We need to accelerate digital transformation and support career transitions for rural workers as technology advances. It’s important to expand agricultural startup models, processing industries, and community based ecotourism, along with preferential recruitment policies for staff working in ethnic affairs and poverty reduction,” said Mr. Chung.
