The Japanese Cabinet held an emergency meeting with the National Security Council at the Prime Minister’s Office on Sunday. Japanese Prime Minister Shinzo Abe called the beheading "heinous and despicable", adding that Japan is firmly committed to fulfilling its responsibility as a member of the global community in fighting terrorism and that it needs to be able to protect its citizens. Abe vowed to boost Japan's humanitarian aid such as food and medicine in cooperation with the international community to fight terrorism.

The international community, including the US, Britain, France, German, Australia, and the United Nations strongly condemned IS’s beheading of the Japanese hostage and expressed support for Japan.
