Speaking at the event, Mr. To Lam praised the achievements of the Party Committee, authorities, army and people of Hanoi in general, and Ba Dinh district and Quan Thanh ward in particular, over the past time.
He said the strength of the great national unity bloc is always one of the most important and powerful resources for the entire Party, people and army to overcome all difficulties and challenges, successfully carry out the cause of national development and innovation, as well as to build a peaceful, civilized, and modern capital with a long-standing culture.
The Party leader urged all-level Party Committees and authorities of Hanoi to further thoroughly grasp the viewpoint of "taking the people as the centre and the subject of all policies and strategies", "taking their happiness and prosperity as the goal to strive for", improving their material and spiritual life.

He said: "All Party and State policies are centered on the people. I hope the residents of this area will continue to uphold their proud revolutionary heritage, preserve their rich cultural identity, and strengthen the spirit of national unity, accompany the local Party Committee and government, to build Quan Thanh Ward, all areas in Ba Dinh District, and the entire city of Hanoi to become prosperous, civilized, and modern communities, deserving the district’s heroic history, the capital’s long-standing culture, and its reputation as a city of peace."

On this occasion, the Party leader presented gifts to 17 Party officials with at least 70 years of Party membership in Quan Thanh. Meanwhile, other participating leaders presented gifts to outstanding individuals and families.
