Starting 8 am on Thursday, each unit conducts trial operations at its respective public administrative centre, located within the premises of its headquarters.

According to Nguyen Van Nen, Secretary of the Ho Chi Minh City Party Committee, this is the first pilot initiative aimed at preparing for the official operation of a two-tier local government system that will better serve residents and businesses.

After the trial, agencies will continue to review, enhance, and complete the system's interoperability and connectivity to ensure a seamless, uninterrupted, and efficient transition when officially launched.

Secretary Nguyen Van Nen urged the leaders of the newly established wards and communes to further improve their professional capacity and skills to meet new responsibilities and expectations. He emphasized the need to equip themselves with updated knowledge to enter a new historical phase — operating a modernized, efficient, and effective administrative apparatus.

During the more than 60-minute trial run, all systems operated smoothly. Image and sound quality, as well as document transmission, remained stable, meeting required standards and following proper procedures.
