The Party leader urged the three provinces to promptly complete the reorganization of their administrative apparatus based on a two-tier local government model, upholding the principles of streamlining, efficiency, transparency, and smooth operations.
He emphasized the need for a comprehensive, scientific, and long-term strategy for socio-economic development tailored to the new province to be formed by merging Phu Tho, Vinh Phuc and Hoa Binh.
Regarding the organization of the upcoming provincial and grassroots Party Congresses, the General Secretary stressed that the Congress documents must embrace new thinking, a renewed vision, and an aspiration for development, aligned with a broader, more dynamic system of the newly merged province, thus developing a vision to 2030, with orientations extending to 2045.

Mr. To Lam said that personnel planning must guarantee a balanced, rational structure that ensures continuation and harmony across regions, ethnic groups, generations, and genders. Key leadership positions must be filled by highly respected individuals who earn public trust, possess unifying abilities, and can inspire development, he noted.
"We must also ensure leadership continuity to avoid disruption while creating opportunities for young cadres, female cadres, and those from ethnic minorities. The organization of Party Congresses must be closely linked with communication to raise awareness, build consensus within the entire Party and political system, and inspire a sense of responsibility, a spirit of dedication, and a strong will for renewal across society,” said the Party leader.
