According to Bui Dang Tan , representative of the Hanoi Transport Investment Project Management Board, the underpass will help complete the transport infrastructure in the eastern part of the city and address flooding concerns in Long Bien.
Tan said: "Once completed, the project will fully connect with Vĩnh Tuy Bridge and Ring Road No. 2. The underpass will help address flooding together with the sewage system of Long Bien ward."

The Co Linh underpass is one of eight major projects launched to mark the 71st anniversary of the Liberation of the Capital (October 10, 1954 – October 10, 2025). In addition, Hanoi has approved two other underpass projects at the Tay Thang Long– Ring Road No 3 intersection and the Me Tri-Duong Dinh Nghe- Ring Road No. 3 intersection, both scheduled to begin in 2026.
Deputy Chairman of the Hanoi People’s Committee Duong Duc Tuan said: "The project on building the underpass at Co Linh is urgent and essential to ease traffic conflicts, and will be complemented by sidewalk narrowing and reorganized traffic flows at the intersection."
