(VOVWORLD) - The 3rd UN Ocean Conference (UNOC3) opened on Monday in Nice, France, and will run through June 13. The event, which brings together 70 heads of state and government, aims to advance global cooperation on ocean conservation and sustainable marine development. Prime Minister Pham Minh Chinh is leading a high-level Vietnamese delegation to the conference, underscoring Vietnam’s strong commitment to the conservation and sustainable use of marine resources.

Themed “Accelerating action and mobilizing all actors to conserve and sustainably use the ocean”, UNOC3 provides a platform for world leaders to propose solutions and make concrete commitments to marine conservation in the coming decades.

The conference agenda aligns with Vietnam’s orientation toward sustainable marine economic development and strengthening partnerships and cooperation for a green, peaceful, stable, sustainable, and prosperous ocean.

Cooperation in investment strengthened to restore the blue economy

The agenda of the conference covers multiple issues the international community is currently facing that require greater global cooperation. These include attracting and diversifying financial and technological resources to address challenges and manage the oceans effectively for long-term development.

For Vietnam, UNOC3 is an opportunity to share its progress in implementing the United Nations Sustainable Development Goals (SDGs), particularly those related to marine conservation, share experience, and strengthen international cooperation in science, technology, finance, and equipment to support Vietnam’s marine economy.

At the Blue Economy and Finance Forum on Sunday, Prime Minister Pham Minh Chinh delivered a keynote address, emphasizing the importance of global solidarity and cooperation.

“We must increase investment in marine scientific research and innovation, promote technology transfer, share knowledge, and build integrated data systems. The sustainable development of the marine economy requires effective resource mobilization with the United Nations at the center, international law as the foundation, and global cooperation as the driving force,” said Prime Minister Chinh.

Highlighting the paradox that ocean-related SDGs receive the least investment despite the oceans covering 70% of the Earth’s surface, the Prime Minister called for urgent action through a comprehensive, inclusive, and global approach.

The Prime Minister said:  “We must strengthen intercontinental, interregional, and international connectivity and foster global governance of the blue economy. Governments must lead, businesses pioneer, and people actively participate. International organizations should facilitate, and developed nations must support the creation of a blue finance ecosystem. Vietnam is ready to take the lead in piloting such a model.”

Vietnam commits to promoting the blue ocean

As a maritime nation with more than 3,000 kilometers of coastline, Vietnam sees the ocean not only as a geographic asset but as a core part of its cultural identity and national spirit. Sustainable marine economic development is a strategic imperative for Vietnam to become a strong maritime country and a high-income developed nation by 2045.

Prime Minister Pham Minh Chinh reaffirmed Vietnam’s intention to contribute to building blue growth hubs and strengthening economic linkages across the East Sea, a region of global strategic importance.

Prime Minister Chinh said: “Despite differences in political systems, economic development, or culture, we share a common mission of  preserving and protecting the blue ocean for today and for future generations. As a maritime nation, Vietnam pledges to be a reliable, responsible, and proactive partner in global efforts to protect the ocean. We are ready to co-lead green, sustainable ocean cooperation mechanisms and contribute to fair, sustainable blue finance initiatives.”

By participating in UNOC3, Vietnam affirms its unwavering commitment to multilateral cooperation for marine conservation and sustainable ocean development and its determination to play a more prominent role in addressing global challenges.
