At the opening session Mr. Trong suggested 5 topics for discussion, including the current socio-economic situation, the state budget for 2022, and the socio-economic development plan and state budget for 2023.

Analyzing the rapid, complicated developments in the world that are affecting Vietnam’s socio-economic development goals and tasks and economic recovery program, Mr. Trong asked the Conference to clarify achievements, shortcomings, difficulties, and obstacles, and forecast the situation from now until next year.

“We will have to meet challenges that are bigger than our opportunities and advantages for development. Global developments affecting currency, prices, trade, and investment put great pressure on our economy in short, medium, and long term. We must deal with these external pressures while trying to overcome internal economic limitations, weaknesses, and difficulties. Global inflation, interest rates, exchange rates, and risk of recession are big challenges to stabilizing our macro-economy, controlling inflation, and maintaining major balances,” Mr. Trong said.

Party leader Trong gave opinions on the orientations of the National Master Plan for 2021-2030 with a vision to 2050.

“This job is new, difficult, important, and urgent. Ministries, sectors, and localities nationwide are waiting for it. We need to carefully study the documents, discuss the issues covered in the proposal of the Government's Party Affairs Committee, and achieve consensus on the conclusion of the Party Central Committee on the National Master Plan for the 2021-2030 period, and development plans of ministries, sectors, and localities nationwide,” said Mr. Trong.

Party leader Trong said that during 35 years of renewal, particularly in the last 10 years, although industrialization and modernization have gained a number of important achievements contributing to Vietnam’s strong economic growth of 6.17% annually, Vietnam did not reach its goal of becoming an industrial country by 2020.

Mr. Trong asked the conference to make an objective and scientific assessment of the compilation, promulgation, and implementation of the Party's guidelines and State policies on speeding up national industrialization and modernization in recent years, and reach a consensus on viewpoints, orientations, goals, tasks, and solutions to accelerate the industrialization and modernization process and successfully implement the goals and tasks set out by the 13th Party National Congress until 2030, with a vision to 2045.

Party leader Trong talked about the task of building and perfecting the Vietnamese socialist state governed by law.

“This issue is fundamental, broad, complicated, sensitive, and important and is related to the existence of the regime and national sustainable, rapid development. I urge the conference to analyze goals, tasks, and solutions in order to build and perfect the Vietnamese socialist state governed by law. Attention should be given to fine tuning the legal system and the operation of the state apparatus and social sectors, strengthening control of power, enhancing administrative and judicial reform, and building an elite force of cadres,” said Mr. Trong.

Another very important issue on the agenda is reviewing 15 years of implementing the Resolution of the 5th plenum of the 10th Party Central Committee on continuing to renew Party leadership of the political system. He said attention should be paid to seeking breakthrough solutions to meet the requirements of national development in the new period.
