People’s Councils play key role in state apparatus

In Vietnam, elected agencies include the National Assembly and People’s Councils at all levels. The People’s Council is the local legislature and a state power body.

Role of People’s Council enhanced

In 2021, People’s Councils contributed greatly to the success of the election of the 15th National Assembly and People’s Councils at all levels for the 2021-2026 term. The voter turnout - 99% was the highest ever in Vietnam.

After the election, the newly elected municipal and provincial People’s Councils held their first session to consider personnel organization and ways to fight COVID-19 and restore and develop the economy. Last year the People’s Councils of cities and provinces held themed sessions to discuss ways to complete socio-economic tasks and fine-tune to personnel apparatus.

Municipal and provincial People’s Councils have issued as many as 190 resolutions creating legal frameworks for the assigned tasks.

People’s Councils have held meetings with the voters and have regularly and effectively dealt with denunciations and complaints from the public.

Nguyen Thi Thanh, Head of the Committee for Deputy Affairs of the NA Standing Committee, said: "2021 was a transition year between two terms of the NA and People’s Councils. All activities were carried out amid a spreading pandemic. But with a strong sense of responsibility, People’s Councils at all levels performed well and achieved significant results. We appreciate all the efforts of the People’s Councils. They have enacted state power at the local level."

Joint efforts to overcome difficulties

In 2022, People’s Councils at all levels must enact state power to realize government decisions and policies to fight the pandemic, recover and develop the economy, and implement socio-economic development strategies.

They will thoroughly evaluate each situation, analyze the difficulties and challenges, and draw lessons that lead to more effective solutions.

They will also evaluate and discuss draft resolutions, address problems facing voters, complete tasks of socio-economic development and national defense, and build a strong, pure political system.

As an agency of state power, the People’s Council plays an important role in issuing resolutions on socio-economic development and overseeing their implementation at the local level. Improving the performance of People’s Councils is a prerequisite for completing Vietnam’s socio-economic tasks.
