The 13th National Assembly ratified the 2013 Constitution, 107 laws, and numerous resolutions.

Building a legal foundation for national development

The 2013 Constitution reflects the national requirements of economic and political reform, national defense, and global integration.

The revision of laws and decrees has fine tuned the legal system, contributing to national stability and growth. Ngo Duc Manh, a National Assembly deputy for Binh Thuan province, said: “Over the past 5 years, Vietnam has struggled to overcome challenges of the global financial and monetary crisis ò 2008 and has coped with serious violations of national sovereignty. The National Assembly has ably performed its legislative and constitutional tasks. The National Assembly has helped to maintain a peaceful environment and conditions for national integration.”

Ha Huy Thong, a deputy for Thua Thien Hue, said: “Leaders of the World Bank have acknowledged Vietnam’s economic laws, including the Law on the State Budget, the Law on Enterprises, and the Law on Investment which have undergone several adjustments, and called Vietnam’s 2013 Constitution a Constitution of comprehensive economic and political reform, a fundamental foundation for national renovation in the future.”

People’s interest placed at the center of all laws

The National Assembly has elevated human rights protection and respect. Ngo Duc Manh, a deputy for Binh Thuan province, said: “The 2013 Constitution contains new regulations that match international law and promote human rights protection. For example, there is a regulation that the court is not allowed to reject any lawsuit filed by the people. Other regulations, such as the right to associate and the right to access information, acknowledge the people’s right to freedom and democracy. Our laws have met the requirements of national reform and integration.”

Huynh Van Tinh, a deputy for Tien Giang province, said: “Voters applaud the approval of the Criminal Code, Criminal Procedural Code, Civil Code, the Law on Temporary Detention and Custody, and the Law on the Organization of a Criminal Investigation Agency. The deputies have advocated legislative reform to guarantee human rights.”

Referendums have been held on a number of laws to gain social consensus. Nguyen Thi Quyet Tam, a deputy for Ho Chi Minh city, said: “The National Assembly organizations and deputies have promoted the Party’s principles of looking for the people, learning from the people, and respecting the people. The National Assembly sessions and each deputy have realized these principles and voters can see it.”

The 13th National Assembly will end next month and the new National Assembly will promote achieved results, attune the laws, and improve the role of the National Assembly and the engagement of experts and people in legislative activities.
