According to the Party chief, the double-digit growth target reflects both the objective demands of Vietnam’s new development phase and the nation’s aspiration to rise. Vietnam, he said, will not settle for low growth but is determined to achieve high, sustainable, and substantive economic expansion.
Four core principles
The first principle Mr. Lam emphasized is substantive growth, meaning not trading quality or sustainability for sheer speed. Economic expansion must go hand in hand with growth quality based on improved productivity, higher product quality, stronger national competitiveness, and genuine value creation.
The Party leader said: “Each percentage point of GDP growth must carry higher knowledge content and added value. Today’s growth must not undermine tomorrow’s development foundation or deplete resources for future generations. We must firmly reject the pursuit of achievements for showing off. If we chase speed while neglecting quality, growth will not be sustainable, and the cost will be very high.”

Vietnam will remain steadfast in maintaining macroeconomic stability, controlling inflation, and ensuring major economic balances. This is a prerequisite for the economy to operate flexibly, safely, and efficiently. The management of fiscal, monetary, and other macroeconomic policies must be proactive, flexible, and closely coordinated, supporting reasonable growth while strengthening market confidence, stabilizing expectations, and enhancing resilience against external shocks.
To achieve double-digit growth, Vietnam aims to maximize the efficient use of all available resources, prioritize key national projects, and promote public-private partnerships to boost investment efficiency and national competitiveness. Selected projects must have strategic, economy-wide impacts, generate real added value, and strengthen critical national infrastructure.

High economic growth, Mr. Lam stressed, must ultimately serve the people, improving material and spiritual well-being and ensuring social equity.
“All policies, projects, and investment resources must aim to create real value for the people, raise incomes, reduce poverty, narrow development gaps, enhance social security, and safeguard the legitimate rights and interests of all citizens. The benefits of economic growth must be shared fairly, forming a solid foundation for social consensus and sustainable development,” said the Party leader.
Development process framework

In this framework, growth is guided by a structured approach that ensures high quality, a stable foundation, efficient resource use, and clear social outcomes.
