Nguyen Quang Ha came to Quang Trung ward in Uong Bi City to register the birth of his first daughter. He got the result at 3 p.m. the same day along with a special gift: a congratulatory card personally signed by the People’s Committee Deputy Chairman.
The card conveys best wishes for the family and delivers advice on feeding and vaccinating the baby.
Ha told VOV that the information was particularly useful for first-time parents, adding: “We were happy to welcome a new family member and were surprised to receive a congratulatory postcard from the local People’s Committee.”

Lê Minh Quang, head of Uong Bi city’s Culture and Information Section, said this new policy is a concrete expression of the code of conduct called “Proud to be citizens of Uong Bi city” to promote a cultural and civilized lifestyle.
Quang said: “We have changed working methods to present a friendlier face to the public. In this way, administrators, particularly at the grass roots level, are showing a more personal interest in people’s lives.”

In Cam Binh ward of Cam Pha City, a congratulatory card comes with 100,000 VND (4.4 USD) – a condolence card with 200,000 VND (8.8 USD) – from the ward’s welfare fund.
Nguyen Hai Ninh, Secretary and Chairman of the ward’s People’s Committee, said: “We’re trying to make the administration friendlier to local residents and improve the attitude of state employees in charge of handling people’s complaints and denunciations. Last year Cam Binh led Cam Pha city on the public satisfaction index.”
