The Decree specifies visa exemptions for foreign nationals in the following cases:
a) Guests invited by the General Secretary of the Communist Party of Vietnam Central Committee, the President, the Chairman of the National Assembly, the Prime Minister, the Permanent member of the Party Central Committee’s Secretariat, the Vice President, the Vice Chairman of the National Assembly, the Deputy Prime Minister, the President of the Central Committee of the Vietnam Fatherland Front, the Chief Justice of the Supreme People’s Court, the Prosecutor General of the Supreme People’s Procuracy, the State Auditor General, ministers and equivalent positions, provincial and municipal Party Secretaries, Chairpersons of provincial/municipal People’s Councils and People’s Committees;
b) Scholars, experts, scientists, and university professors; chief engineers; high-quality human resources in the digital technology industry;
c) Investors, leaders of major global corporations, and leaders of large enterprises;
d) Persons engaged in culture, arts, sports, and tourism, who have a positive influence on the public;
đ) Honorary consuls of Vietnam abroad;
e) Guests invited by major research institutes, universities, or large enterprises, as determined by the Government based on proposals from ministries, ministerial-level agencies, and government-affiliated agencies;
g) Other cases that need visa exemption for diplomatic or socio-economic development purposes decided by the Minister of Public Security based on requests from relevant agencies or organizations.
