General Phan Van Giang noted that the world is evolving in an era of turbulence but also full of opportunities, when humanity benefits from remarkable scientific and technological achievements and simultaneously facing severe challenges. Strategic competition among countries, the imposition of power, and unilateralism are profoundly affecting the global structure and security.
Mr. Giang affirmed that multilateralism and practical defense cooperation play a vital role in building a fair and reasonable global security governance system.

He proposed several directions, including persistently upholding multilateralism to ensure a global security architecture abided by the UN Charter, promoting substantive cooperation on global issues, especially in non-traditional security matters, modernizing multilateral institutions and pushing for UN reform, particularly of the Security Council, to promptly respond to global crises and strengthen dialogue, mutual understanding, and shared responsibility between major powers and between developed and developing countries to build a shared future.
He urged nations and international organizations to make strong commitments and take decisive action to establish an open and inclusive defense–security–diplomatic dialogue and consultation framework.

The 12th Beijing Xiangshan Forum is held from September 17-19 under the theme “Upholding International Order and Promoting Peaceful Development”. It features four plenary sessions and eight parallel panels, attracting defense ministers, military officials, experts, and scholars from over 100 countries and international organizations.
