He called for stronger cooperation that combines the UK’s strengths in science, technology, education, health, and finance with Vietnam’s priorities in digital and green transformation, human resource development, and economic reform. The General Secretary said this partnership should go beyond technology transfer to focus on co-creating the future, highlighting Oxford’s vital role as a bridge between knowledge and policymaking.

Later the same day, General Secretary To Lam met with representatives of the Vietnamese community in the UK, which now numbers more than 100,000 people.

Also on Tuesday, the General Secretary attended and delivered remarks at a roundtable discussion with British and international technology experts on artificial intelligence (AI) and semiconductors.

He urged the experts to share knowledge and experience in national AI strategy planning, digital infrastructure development, and innovation ecosystem building; promote investment, technology transfer, and AI application in key sectors such as healthcare, smart agriculture, and digital education; and work with Vietnam to successfully implement key science and technology programs, especially in new, pioneering fields, to help Vietnam build a creative and self-reliant economy.
