Under the proposal, the resumption will start with flights for Vietnamese citizens using a combo of airline ticket, COVID-19 testing fee, and food and stay at a hotel for quarantine.

The plan will encompass pilot international flights that carry foreign tourists to specific locations including Phu Quoc Island, Khanh Hoa, and Quang Ninh. These flights are applicable to foreigners who test negative for SARS-CoV-2 or meet Ministry of Health standards.

In the second phase from January next year, regular international flights will be open for fully vaccinated passengers or those who have recovered from COVID-19.

The first international air routes will be between Vietnam and China, Taiwan, Hong Kong, Japan, the Republic of Korea, Singapore, Thailand, Malaysia, France, Germany, Russia and Australia.
