Vietnam’s ranking has risen 14 spots compared to 2022. Between 1990 and 2023, Vietnam’s HDI value changed from 0.499 to 0.766, marking a 53.5% rise.
Do Le Thu Ngoc, Assistant Resident Representative and Head of Inclusive Growth Unit at UNDP Vietnam, said, “Vietnam’s HDI has reached 0.766, an increase compared to the previous assessment. Since 1990, its HDI has also seen significant rise, reflecting the government’s strong commitment to advancing human development.”

“While many countries around the world are struggling to accelerate progress, Vietnam’s policies are likely to support driving human development forward,” Ngoc noted.
The Human Development Report 2025 is themed "A matter of choice: People and possibilities in the age of AI", advocating a human-centered approach to AI. The report also underscores the need to ensure that technology serves the well-being of all people.
