As Vietnam’s goal is to become a high middle-income country and its economic position has risen, it has had less access to preferential loans, requiring more professional management, more effective policy making, and the right cost-risk structure for public debt in line with the set management objectives.

Deputy Finance Minister Nguyen Duc Chi said, “International experience shows that there are many models for a debt management agency with multiple  approaches and methods.”

He underlined the necessity to research and develop a model with functions in line with international practices and Vietnam’s development level and needs in each period, adding “Along with institutional reform, we’ll continue to improve debt management tools and risk control mechanisms to ensure sound fiscal policies and attain the set targets.”
